The framework for placement of children with SEN continued to grow in an expanding bureaucracy for multi-disciplinary assessment, as well as in the development of an innovatory provision in the form of support services for SEN children in mainstream settings. The regulating mechanism for SEN provision was the SEN Statement, which to all intents and purposes became a school voucher for entitlement and resources. Unsurprisingly, as the ERA Act also strengthened the powers of parental choice, so advocacy and an appeal to rights and entitlement accompanied these developments.

The 1981 Act also required every LA to educate all children in ordinary school – but only if this was compatible with: • parental wishes; • the efficient education of other children; • the efficient use of resources. The implication was that only those children with the most severe difficulties or presenting the most disruptive behaviour would need separate special schooling. The expectation was that this would particularly include children with EBD. Parental lobby groups for children with dyslexia and autistic spectrum disorder began to emerge during this decade.

The following are examples of how a leader (this could be a teaching assistant, class teacher, SENCo, school leader, service manager) can engage at all three levels in forming policy: • Contribute to a consultation exercise with the government (DfES; Ofsted; QCA) or a professional association (for example, UNISON; NUT; NASEN; NAHT). • Approach the SEN Regional Partnership to work with an existing or proposed project in the area of policy and provision for the LA (local authority) or attempt to develop SEN provision in collaboration with local schools (cluster, federation or pyramid).
